ADS Install Not Working

I installed Adobe Document services using the SDM to deploy the ADSSAPOffline.sca sp16, a 400meg file. It appeared to deploy ok using the SDM, but when I goto http://<server>:<port>/AdobeDocumentServices/Config I get a page cannot be found error.

I did all the configuration per the config guide for basic authentication, however I could not complete one task because under the Policy Configurations tab there is no component called com.adobe/AdobeDocumentServices*AdobeDocumentServicesAssembly.jar.

I'm thinking the problem is either because of the way I installed it with SDM or I missed something with configuration.

You have to deploy a SCA called ADSSAPOnline.sca. You can find it at service.sap.com.
