How to handle CST/ VAT in free goods. How to make it zero?

In the case of Free goods, CST/VAT should not be made zero, as it is still payabale.
As a alternative solution, have a separate pricing procedure for free goods, where CST/VAT are statistical. (Not a recommended solution. Please confirm with the tax dept of it's impact).
