Can`t open T-Code HU02

Is there any possibilities to open transaction codes HU02, with IMG configuration: "HU unique identifications for number ranges" not active?

I try to explain the chronology of my requirement

My company is implementing Handling Unit Management for tracking gas tube.

I use HU02 transaction to pack gas tube into handling unit, as far as i know, the configuration "Unique HU Identification" must active to open HU02 transaction.

When the configuration is active, there are issues from our user, they cannot reverse Post Good Issue, with message "HU Material Posting inconsistent", then its decided to un-active the configuration. The problem is, when the config is inactive i cant open the HU02 transaction, which means i cannot do packing gas tube into HU.

Is there other ways to pack material into HU without HU02 transaction? or is it possible to access HU02 with configuration "unique HU identification" is inactive?

Any comments and suggestion is highly appreciated.
