Enabling/activation of transaction PDS_MAINT in ECC system

I am using ECC connected to APO.

I need to enable/activate transaction PDS_MAINT in ECC so that I can enter PDS priorities/costs.

Can anyone advise how I can do this, eg via relevant user exit/BADI?
