Received HTTP response 503

Hi All,

I have installed a NetWeaver 7.10 PI system. I have successfully patched it (both ABAP and Java). I am now attempting to run the Configuration Wizard in the Netweaver Administrator. When It gets to step 367, Call the Repository URL, it fails with Error: Received HTTP response 503. HTTP connection using URL "http://SAPDEVQA:50200/rep/start/index.jsp" and user "PISUPER" cannot be established, response code 503. I have gone through note 1309239, but I cannot seem to find a resolution. Any ideas would be greatly appreciated.
