Budget check not working for PR without materialcode

hello,

i am creating a PR <ME51N> without a material code, using AAC 'P' . while i can save this PR, no budget check is occurring in my PS.

however, it is functioning normally for all others PRs with materaial code on the same WBS element.

please tell me where i am going wrong.

check the G/L account (for aac 'P' without material code)and see whether cost element exists for that G/L account or not.

If cost element exists then check whether it is exempted for budget check or not, if it is exempted then budget will not be checked.
