Hi,
What organization role fits the need to create SLD transports for PI/XI? Is it the development team or is it the basis team, perhaps someone else altogether?

It all depends on the project or organization how they want to handle it. It's not 100% BASIS job, it can also be done by some experienced consultant from the project.
At the other hand if talk about IR & ID object transports then it's a joint venture of development & BASIS team.

The transports would be done by the PI consultant. In a project, if they use File system transport then a .tpz file would be created when exporting the objects from IR & ID. This .tpz file name and the export path should be given to the BASIS person. He will do the remaining transport from his side. After when the transports are moved, PI consultant should import the objects in the target system.

SLD Transporrts: Basis
IR, ID Transports to be created by Pi Consultant, actual transport to be done by Basis
For example if file based transfer is used, tpz file should be craeted by PI Consultant and should be handed to Basis.
In case of CTS+, transport request to be created by PI Consultant and should be released.
then using STMs_Import actual transport to be done by basis.
