I would like to ask someone with more experience, presented ways to configure the system so that shipping was independent of the inspection results and was possible before making a usage decision.

By default if inspection type 10 is activated for shipping, the UD must be completed before PGI is done. With the SD record set up, you can skip inspections for certain customers, (by customer setting), or allow PGI before inspection is complete, (after delivery setting).
