In BAPI_NETWORK_MAINTAIN, where we have to mention standard network to create network. If not possible is there any BAPI?

You can use the method "create" and pass a "refnumber" for creating new n/w.

It is not allowing to put Standard Network number in Referene number because Standard network is of 8 char length where as Reference Number is 6 char length.
