While creating client copy, you have the option to copy the client along with user master data. And all the profiles/roles in the master client will get copied and activated by default, if you select this option.
If you didn't do client copy with this option, you have two options.
1) Transport roles/profiles from master client
or
2) Create the roles/profiles in tcode: PFCG
