RE - FX create occupancy

I am new to RE - FX and I wonder how I can create occupancies for a room? Should this method be used?

CALL METHOD io_perm_occ_mngr->insert_detail

EXPORTING

is_detail = s_is_detail.

Can you give more details on this. Whether you are trying to create custom screen\Program from which you want to create occupancy in RE?
