To give a user authorization for only posting goods issue and packaging

At out project, person in charge of the storage location will only have the authorization of posting goods issue. On the other hand he should also have the authorization for packing. Can we give a user authorization for only posting goods issue and packaging at the delivery? Are there any suggestions for this case?

Ask the user to do the packing. When the system issues error message, in other session execute transaction code SU53. The system will provide which profile/authorization object is missing. Provide the detials to the basis person and he can assign the profile to the user ID. Then the user can do the packing.
