we are getting the error in transaction skpr07 while trying to do test indexing
Error Indexing not allowed when marking indexing for document HR_DOC,

it looks like the inconsistency in the ABAP tables belong to KPRO. I would like to recommend to create an OSS message for this issue.

This error will come if you will click on Test indexing while indexing is happenig , i have gone through almost similar issue as indexing was not happeing , try below solution

May be recreating Index category will help you .
when we click on re create index it's not happening
Delete existing index category , create new index category , then click on reindex , then check for SLG1 log.
Paste those logs , in between which index cateory and class you are working on .
Check your TREX also if all connections are maintained and services are up.
