UAR jobs reloading requests for previous system

I am trying to switch the UAR process from one SAP system over to another. However, when I run the UAR jobs, they just reload the requests for the original system.

The original system's requests were still in the Admin Review stage when I started. I first went in to CUP and pulled up all of the requests in the Request Review screen and marked them all as Canceled.

Went into RAR and ran an Alert Generation job, for the new system only.

Then went into ERM and ran the Role Usage Synchronization job, again for the new system only.

Finally went back into CUP and ran the UAR Review Load Data job.

I ended up with all of the original systems requests back in the UAR queue.

We are on GRC 5.3 SP11.2 (in the middle of updating to SP13.2).
