cannot activate certificate in T-Code ACF_WHITELIST_SETUP

After I create a white list using T-Code ACF_WHITELIST_SETUP. I try to active certificate using T-Code WDR_ACF_WLIST, however, the system prompt error msg:

Certificate does not exist in system QAS 800

Message no. SACF277

I check the content of the table WDR_ACF_WL_CERT, it's empty.How to add the certificate record in table WDR_ACF_WL_CERT? How to activate certificate?

Hi, try using Transaction WDR_ACF_GEN_CERT to generate certificate
