Puneet,
SAP don't provide AE files separately anymore.
now it is called CUP (compliant user provising)
and CUP files (.ear & .dba files) will be subpart of SAP GRC Access Control 5.3 SAR file
when you uncar these, you will also get CUP files
please refer to installation guide for more detail
