Is it possible for GTS to screen for compliance based on material attributes? For example, material A and material B both have the same tariff number. But, Material A has a input that prohibits sale in one country, but is allowed in others. Material B is made in such a way that it can only be sold to a restricted group of customers, etc.
I know licenses can be used, but is there a way to configure the source data and license configuration to identify and manage these different attributes? What would be the key data concepts to understand?

Can GTS screen on a attribute at a transaction level? For example, screen based on where the material was manufactured or shipped from, or screened based on an attribute of a specific batch.

The product's Export Relevance and relevance for License is determined by its classification Number (and gourping and pecularity code) as these are the fields that are relevant for the License type determination. So these attributes can not be used.
But i do not see why you whould need that for Compliance. It can be used in import for customs and for that you would activate the usage. But in compliance the attributes you need to find the License type is the Classification and the destination Country. It does not get influenced by the place it was manufactured.

Thanks. The requirement is to be able to screen by material attribute at a transaction level- for example the location manufactured or composition of the materials' batch. So 2 shipments of the same material have the same tariff number, but there could be controls/embargos placed on one shipment/batch (because of a attribute that is variable by transaction) and not the other.
Hi, there are 2 fields in the GTS material master in the compliance view on legal regulation level: Grouping field and Peculiarity code field. You can define the values for these fields and use them as checking criteria in licenses. BR Martin
