Incomplete orders can't be billed

Hello!

We have a situation in which the system won't invoice the delivery because it says in the log in VF01 that the Sales order is incomplete. However, the sales order does not appear in V.02 and neither is there anything in the Incompletion log in VA03 or in the table VBUV. The delivery exists in the VKDFS table for billing so from that point, it is a correct, legitimate goods issued delivery to be billed...what could be happening here? Are there any other related tables I need to look at for any relevant data relating to the transactions?

neither is there anything in the Incompletion log in VA03

Dont check in VA03; instead check in VA02
