I want to implement follow-up action at Usage Decision, I have done the set up in Selected set for UD, Where to declare the Mail IDs of the concern person? Please guide me.

You can maintain the list of users who needs to be informed once UD is done as a distribution Group - SBWP. Create the dis.groups based on your requirements - like plant specifc, material specific etc.
Ask your developer to copy the standard FM (which can be assigned in the config as UD follow up action) into custom one and put a logic to refer to the dsitribution group and send email to the users in the group based on the settings. The ABAP code to send an email is freely available in various websites - your abaper can refer and modify accordingly.

I have seen
Function module QFOA_MAIL_SENDING.
This module allows you to send information relating to the inspection lot and usage decision as a mail message.
In the standard setting, the person processing the usage decision transaction will receive the mail message himself.
but I am note sure how external mail is sent but you can refer the thread
