Environment variable SAPINST_JRE_HOME set to value 'C:/DOCUME1/user/LOCALS1/Temp/sapinst_exe.2956.1286959559/jre'
That doesn't sound right... your SAPINST_JRE_HOME home should be pointing to a vaild JAVA directory

Check you java directory settings in the Environment Variables and also close all sapinst.exe sessions from task manager and restart the sapinst after setting the Environment Variables for System with JAVA_HOME Variable and modify the path variable with bin directory of jdk folder.
JAVA_HOME= c:\j2sdk1.4.2_25-x64
Path=;%JAVA_HOME%\bin (just modify with new variable )
