I think you might be aware of the fact that Rebate management basically works in the following way:
When defining the Condition type for Rebate in the pricing procedure in V/08, make sure that the requirement no-24 is always attached so that the calculation for condition type always takes place in the billing level and in the Accrual ket should be ERU. In this way the posting for the rebate shall be entitled to ERU only and the corresponding GL account will be impacted.

I encourage you to spend some more time reading SAP help and doing some experiment on the system which can give you more insight and better perspective of the business process.
Rebates as such are determined at the biling level and get posted to Accrual GL when the account determination takes place. In case the customer does nt meet the expected target set to get rebate - the accrued amount gets posted back to revenue.
