Is there a way to control via Roles that when a user modifies an object a Change List won´t be generated, instead other user of other deparment generates later a change list for that object?

I think, Change list is attached to a user. If you want you can transfer the change list.

The main idea is the developers don´t create change lists only a selected personal of another department.

I guess what you want to do here is like SAP R/3 where the transport creation is can be controlled.
But ASFIK, the change list gets created as soon as you save a object.
what you can do is change to the name to create meaningful name so that you know whats being transported.
Also, if there are a few people doing CMS or IMPORT/EXPORT you still be able to control the data flow.

You can give meaningfull name to the change list. SO that while transporting , you can keep track of the same.
If for e.g User X is creating objects, he can create a new name to his change lists. SO that we can track.
