What custom parameters can be passed to a even handler

I would like to know what custom parameters can be passed to a event handler.

I am looking at a sample application where there is a event handler and 2 parameters WDEVENT and ID.

WDEVENT is a parameter which is available by default. The developer added another parameter called ID. What are the rules regarding adding these custom parameters? Can I add a parameter that could be a variable or an attribute in the attribute tabs of the view or the custom controller.
