If sales order quantity is 10. Can we create a delivery for 12 quantity. If yes how to restrict that. Please suggest

No, you will get a message that delivery qty is greater than target qty in the standard scenario.

In delivery item category, the 'Check overdelivery' value will be B

Depending on the setting in the delivery item category (t.code 0VLP) you can restrict adding quantity in the delivery.

Keep value B in the field Check Overdelivery of the delivery item category in 0VLP.
