If the component was previously included in a transport, you could import that transport into this system. Or even if it had been transported to QA or Prod system you could use SAPLink to export it as well as reuse this transport. Otherwise there isn't really an undelete for component. That is why it asks you if you are sure you want to do this before the deletion occurs.
