We are upgrading our SAP 4.7x110 Oracle database from 9.2.0.5 to 10.2.0.4 and SAP oss note 102402 and 819830 is recommending that we change our national charater set from US7ASCII to WE8DC and changing our NLS Character set from AL16UTF16 to UTF8 (OSS notes 669902 and 819830).
My question is what affect this will these changes have on the database upgrade and just because it is recommended by SAP does this mean I have a choice? Should I make these changes during the Oracle database upgrade?

Database Character Set - Definately yes as you are moving to 10g
National Character Set - You can still choose not to move to UTF8 (as you dont have Java stack) , but this would best time to change it as you would have to anyway do it future.
But do go through the SAP Notes before doing and do plan for proper testing .

We shoud follow what SAP says in the note. If you do anything other than in notes you might face issues while upgrade.
