Hi,
If ur system is a dual stack one (ABAP+JAVA) then u can simply reset the password of the users J2EE_ADMIN and J2EE_GUEST in the UME client (backend). Once resetting the password in the backend, u need to update the secure store in the config tool. The procedure is as follows.
1) Go to the path usr\sap\<systemid>\<system instance>\J2EE\configtool\
2) Choose configtool.bat and start it.
3) In the secure store node, maintain the new passwrod for the administrator.
If urs is a JAVA system (portal), then u can activated the emergency administrator user (SAP) as mentioned in the link provided by Eric. Keep in mind that u cannot login to the system till the SAP user remains active. Meaning, u have to disable the SAP* user soon after creating/changing the pwd of Admin user for ur system.
Hope this resolves ur issue.
