I have created a web service definition of an RFC and have activated the same in the package.
As a next step I need to run the transaction SOAMANAGER -> Business Administration Tab -> Web service Administration. To manage the web service and create proxies and download the WSDL.
I have also assigned the following roles to my user ID as mentioned in the link below.:

For some reason I am not able to see the Business Administration Tab and am not able to proceed with the web service creation.

Hi,
You can find setting under "Application and Scenario Communication"->"Single service administration", this is perhaps because you are on higher version of the SOAMANAGER than version mention in help file.

It seems that sap has changed the naming convention from Basis release 7.01 onwards. In older release it is called as Business administration & now Application & Scenario communication.

Just check if your endpoint is "active". If not create webservice from SE37 again, keep target as "Function Module" and dont forget to check "deploy" service option (few settings an appear different). It will automatically create endpoint for you.
Try following:
- Open webservice from SICF transaction (right click "test service")
- copy the wsdl url
- test with SOAPUI if it works then your setting and everythings are right.

Depending on what version/s you're on. You can check using Visual Administrator as follows:

The enterprise portal patch level that I am using for this is 7.00 SP14. I have tried most of the suggestions over SDN but in vain.

Now that I have been able to create the web services. When I test the WSDL url in the enterprise portal WSNavigator I get the following error. Any Idea what is happening.
Cannot download WSDL from http://**.*.com:8010/sap/bc/srt/wsdl/bndg_DFBC2DC811D95FF1B50C001F29E83486/wsdl11/allinone/ws_policy/document?sap-client=100: Invalid Response Code: (400) Bad Request.
