I am not sure about the Control - M. But after reading on a document about Control -M understand that its a third party tool for scheduling jobs of SAP from control M. As per my knowledge not sure if possible to schedule client copy from tool, but as tool can schedule the jobs in background in SAP. Try to schedule the client copy as a background job from the tool using the program of client copy.
Not sure whether this will work, but just give a try with test mode.

As per my knowledge, I dont think mandant copy (client copy) is possible at command line. But why you want to do it from command line when we have client copy methods (SCCL, SCC9, SCC8, SCC7).
