Hi,
From Control Panel, go to Java -> General tab, Temporary Internet Files
-> View... -> Delete all the content there.
Then go to:
> Integration buider page http://<host>:<port>/rep
> Administration
> Tab - Directory (Repository as well)
> Java Web Start Administration
> Restore Archives and Generate New Signature

Did you try deleting the entries from (start --> run -->) javaws --> select ESR and ID and then Remove selected application.
Even I faced a similar issue while opening ESR and ID of SAP PI 7.11, but it got solved when I installed JAVA 1.5 and removed applicationfrom javaws.
Regards,
Abhishek.
