Depends upon the Pricing elements in Business process we need to create the pricing procedure

Example: Domestic and Export are different pricing procedure

You can create one pricing procedure clubing all the business processes but
its better to create different pricing procedure according to business scenario like STO,Export sales, Depot sales etc.

It purely depends on the Business Process(scenarios) of your client.
Example:
Domestic Pricing Procedure for Domestic Sales.
Export Pricing Procedure for Export Sales.
DeemedExport Pricing Procedure for Deemed Export Sales.
STO Pricing Procedure for STO process.
Etc...
