I am sure it is possible to create such form. I am 99% sure I could make it. But as Chintan said I cannot recommend it.
This is not a super-.combo-flexible UI technology. It´s purpose is to work offline, to have structure for the disaled people (to be read by the "computer readers"). Not to allow you to create anything you can picture.
Go for WDA. If you cannot for some reason, explain why and we could work on it.

I would NOT build this UI in Adobe. I would recommend use Web Dynpro for such a complex screen.
Reasons because I would not use Adobe is:-
1. Tabs are not supported.
2. Expanding (dynamic) tables are not supported in Online Forms based on Web Dynpro.
