We are attempting ti simulate to apply patch 9.2.0.8 against our 9.2.0.4 database , inorder to do so we copied all of the oracle files through an offline backup and restored them on a different server to do the simulation on , the new server has a different version of OS HP-UX B.11.31 U ia64 while the old server had HP-UX B.11.1 U ia64. When attempting to apply the 9.2.0.8 I get the message There are no patches that need to be applied from the patchset oracle 9i . I have confirmed that the ORACLE_HOME is set correctly. Please advice

I'm following the Oracle9i Patch Set Notes Release 2 (9.2.0.8) Patch Set 7 for HP-UX Itanium. The patches are applied by running the runInstaller

More clarification is needed.
Do you get the error message immediately after starting runinstaller ?
Or was runinstaller executed at least once?
And what oracle files did you copy to the new server?
Data files? Oracle software?
btw, there are guides about homogeneous or heterogeneous system copy. Did you follow any of these?
How exactly did you do attempting to apply the 9.2.0.8 ?
From your error message I guess you might have tried opatch.
But you will need runinstaller (or something like that, I don't remember details.)
Just follow the upgrade guide that comes with 9.2.0.8!
