Tax exempt a customer.

Hi ,

I have an issue if my payer is in singapore and bill to address is also same, and in customer master(XD03) I have maintained Taxes in sales area data-Billing tab for other countries like USA, Japan, China liable for tax. If I want customer to be tax exempt for singapore. What all configuration is required.
