I,m using APO release 5.0. I want to define a set of fixed 7 day Sunday start weeks to be used in APO DP, covering a span of multiple years.
The use of fiscal year variants seems problematic because there has to be a week ending 31/12/yyyy.
Is there any other way of defining such weeks?
Any advice appreciated?

It is true that when you define your Fiscal Year Variant, it has to end on 12/31 , since it does not allow to you to save otherwise.
Go ahead and end it on 12/31 of each year, and then start the 01/01 of the next year with the same period numbering.
To explain this in more detail, lets say when you end your 12/31 ,and this falls in period 52, and your actual fiscal week is ending on a Saturday - 01/01, in the next list of fiscal week entries of the following calender year, enter end date of the fiscal week as 01/01 and enter the period as 52 with a year shift of -1 . This hopefully should allow it to be considered as the 52nd period of the previous Fiscal year.
