How can i see who mannually pegged a batch to a sales order? It's possible?

Not sure. It should be possible to see the document change versions for batch stock.
In PPDS fix pegging are created Manually i.e. product view or Heuristics .there are two std Heuristics available
SAP_PP_019 and SAP_PP_011.
Here fix pegging has been done on the basis of dynamic pegging or user defined setting.
