If you want seperate pricing procedure at Billing document level then create new document pricing procedure and assign your Billing type then create new Pricing procedure and do the Assingnement in OVKK based on your requirement.
The sales order confirms the price given to the customer. If you have re-determined a new price/discount then you may consider in VTFL to use pricing type C.
