Installing SAP NetWeaver PI 7.11 with High Availability system option

Hi,

I am trying to Install SAP NetWeaver PI 7.11 (NW 7.10 with EhP1) with High Availability system option on Windows with MS SQL. The installation is asking for MSCS cluster setup to install in this mode. Earlier I installed SAP NetWeaver PI 7.10 with high availability system option and I could install ASCS/SCS separately without any issues. Looks like SAP is removed the option to install ASCS/SCS separately without MSCS in SAP NetWeaver 7.11. Is this intentional change or bug in the installer SAPInst? I am planning to use Veritas Cluster Server to cluster the SAP system as earlier. SAP says it is possible to cluster SAP system with non-MSCS clusters on Windows (SAP Note 849791). Looks like that statement is no longer valid?

If any one from SAP can confirm this that will help us in escalating this case to management.
