Disable database vault option during upgrade error out

We are in the progress of upgrading the oracle database from 10.2.0.4 to 11.1.0.1. When I run the dbua, it complaints the database vault option is enabled for 11g oracle home. However, when I check on the vault option, it says it is not enabled.

I also followed the link http://download.oracle.com/docs/cd/B28359_01/server.111/b31222/dvdisabl.htm to disable the vault option. Unfortunately, it doesn't work. We actually didn't use vault as an option for 10.2.0.4. So I am not sure why this is happening.

Does anyone have any idea about this?

Yes, I am using the SAP provided Oracle upgrade guide. And this is not the first system I am upgrading to 11g. I didn't have any issue with other system.

I am using RUNINSTALLER.

are you using SAPSERVER.CMD or RUNINSTALLER?
