Can not partially ship non tangible items?

When line items for 'non-tangible' items are partially shipped, the system shows the item as closed even though the full quantity has not been processed? Any advice on what to check or change is greatly appreciated.

Config as of now

In VOV7

Item Categoriy in question

ZWAR free for main item - I have the following

Item Type A

Compl Rule B

Billing Relevance A

Pricing X

Statitical Value X

Indictors:

Business Item

Sced line allowed

item relevant for delivery

credit active

determine cost all selected

Transaction flow:

Incompl Procedure 28

Partn Determ Procedure ZI

Text Determ Procedure Z1

Item Category status group 1

Screen Sequence group N

Non Tangible...means Non - Stock. If yes , please check my earlier post for the config settings for the item category.

Schedule line - please use CX. Then try to process partial delivery.

Check the copy control settings in t.code VTLA.

At the line item level, make sure the update document flow is checked.
