Workflow template WS 10000209 for bidder registration?

Dear Experts,

I have come across a workflow template WS 10000209 for bidder registration. Does it mean the fresh bidders can register for public bid invitation directly in SRM system without any SUS / ROS system?

Is it the scenario like that once the bidders register in the SRM system, due to the workflow, a workitem is generated in the purchaser inbox?

Your ideas on the topic will be highly appreciated.

Supplier user who has authorization for creating a user can create additional bidders in SUS.
