When printing from SAP 710 to the "FILE" printer, it should pop up a box asking for the file to output. Well wit works great from XP 32 bit, but not from Windows 2008 64 bit nor 7 64 bit. I duplicated the print to file settings with the "FILE" printer from XP, but just refuses...??

I did upgrade to 7.20 but that didn't do anything

My SAP is running version 7.10 and the SAPLPD is version 6.28. I did deactivate UAC and still no luck. It's weird, as I can print from a txt file to "FILE" and it asks me for the output file, but from SAP, it gets through the process and then just throws an error printing??

Is your SAP system running on release 7.10 or your SAPGUI?
In case of Windows 7 and/or Windows 2008 you might need to disable UAC to make this work.
