Designer unable to launch

When I'm attempting to launch designer from All Programs -> BusinessObjects XI 3.1 -> Designer, the designer did not launch as expected. No error message prompt and nothing at all.

Here is detail of my machine.

1.) OS = WIndows 7 enterprise 32- bits

2.) BOE XI 3.1 SP2 integration with SAP. (BuildVersion=12.2.7.598.)

I went to Event log and I found the error shown as below:

Unable to start a DCOM Server: {3496DB16-E495-48C8-9C99-014AF38AD128}. The error:

"740"

Happened while starting this command:

C:\Program Files\Business Objects\BusinessObjects Enterprise 12.0\win32_x86\designer.exe /Automation -Embedding

Do you have any idea how to solve it?

Keep in mind that WIndows 7 are supported starting from BO XI3.1 SP3.

Can you consider installing SP3 on your workstation?

However, after installed SP3 but still no luck. The designer never launch at all................
