we have sales orders which are blocked due to "embargo situation of ship to".So could advise me how to release the block?

We have a order which is blocked due to "embatgo ship to " and we do not want to remove customizing setting set for that ship to.But still we want to release the order.So could you please advice how to release embargo block the block.
