When creating a billing plan I get the message Account xxxxx requires assig

HI,

When I create a billing plan in SD I get the message:

Account xxxxx recquires assignment to CO.

There is a profit centre in the account assignment tab and when I create an order that is not a billing plan using the same material, cost centre etc i do not get this message.

What is different about the billing plan?
