What exactly is your question? You don't seem to be asking one. I assume you don't know how to add the new tab. From the name of the applicaiton, one can see that it is an FPM - Floorplan Manager Application. I suggest that you read up on FPM here on SDN. There is a developer's guide that will get you started. FPM is designed to be extensible. You should be able to copy the FPM component configuration and then change the configuration to add new UIBBs. Generally this would mean adding a new tab to the overall navigation and then adding your own component as the UIBB within that tab. This sounds like what you are looking for.
