Release Sales Order by Requirement and by Authorization

Dear friends,

My client has the following requirements..

A sales order has to be released by two persons before we can proceed to create outbound delivery.

There are two things that have to be checked before releasing the sales order:

1. has the down payment paid by customer or not?

2. has the customer submit document X to us?

If 1 and 2 are fulfilled, then the sales order should be released by user A and B. Otherwise, if only 2 is fulfilled (1 will be done later after customer receive goods), the sales order should be released by user A and C.

Is it possible to do this on SAP?

Please help.. i've been stuck on this requirement for weeks.

For this you can use status profile in sale order with authorisation.

Also, down payment check, you can have billing block in your sales order. And authorisation to change the same.
