user based remote logon thru sap router

Hi

We want to give remote access to some users by using SAP router but we don't want the users to give away this saprouter string to other users thus accessing sap remotely without proper approval. One solution is using VPN but it is costing us for license. I want to know if there is a way in SAP for controlling the number of authorized user to access SAP remotely using saprouter without VPN

allow the ip's of your user desktops in the routtab of your saprouter.
