Can anybody create the sampling procedure withouout valution because here i faced problem when i assigned without valution sampling procedure system not allowed how we will assigned to characteristic is there any settings is required in characteristic level

Without valuation is generally used along with fixed sampling in QM view sampling procedure.you can not use this type in MIC/task list char.
