Manage Substitute link not visible in SRM 7.0 UWL

Hi Experts,

My client is using SRM 7.0. They are using standard SRM roles.

When logging on as a manager to approve the work item in UWL the button to assing substuite is not avaiable. Approval of work item is working fine.

Is there any configuration to make the button visble?
